How can I can calm down my sister?

My one year old sister is really tantrum, but I understand because her back teeth are growing, but she's AMAZINGLY crying, yelling, out of control and so much more! My mom and I have tried everything, but nothing works, we've given her teething pills (for her tooth ache), cold stuff (an ice cream, helps them calm down ONLY a little) and a lot else, but mostly nothing works! What should my mom and I do with my sister? Here's the thing, she's also very very mad!!!!

Give her a warm bath, some pain reliever, fill her bottle and put her to bed. She's going to get through this, but she needs her sleep too.
