Can four 16 year olds book into a hotel on an all inclusive vacation without someone 18+?

No don't count on it. You can try to book a joining room for an adult over 18 and kind of keep to yourself (but make sure they are not too noisey) but for the most part, an adult has to be present. Also, a minor can not legally enter a contract with anyone, and signing into a hotel is signing into a contract.
