Where can one get financial assistance for radiation in California?

My friend has cancer in his stomach. He was receiveing radiation/chemo but now this has stopped because he has no more insurance. He tried to get assistance but because he has his Retirement from his work (this is ALL he has), they say he does not qualify. Does anyone know where he can go to for assistance?
