In a one quart sauce pan, over low heat, melt butter. Add flour and stir 3 to 4 minutes or until well blended. Stir in milk slowly; cook, stirring constantly until thickened and smooth. Add , according to your taste, grated nutmeg, 2 tb parsley, 2 tb chopped chives or 1 ts lemon juice. Serve over vegetables or fish.
