Preheat the oven to 375F.
Coat 2 large baking sheets with cooking spray.
1 3/4 cups whole grain pastry flour
1/2 cup confectioners' sugar
2 tbsp. cornstarch
1 1/2 tsp. baking powder
1/2 tsp. baking soda
1/4 tsp. salt
1/2 cup packed light brown sugar
1/3 cup chunky peanut butter
1/4 cup canola oil
1 large egg
2 tsp. vanilla extract

In a medium bowl, mix the flour, confectioners' sugar, cornstarch, baking powder, baking soda, and salt.
In a large bowl, combine the brown sugar, peanut butter, and oil.
Using an electric mixer on medium speed, beat until well combined.
Beat in the egg and vanilla.
Stir in the flour mixture (the dough will be crumbly).
Form the dough into 1" balls and place on the prepared baking sheets, leaving 2" between balls.
Flatten the balls with the bottom of a glass.
Bake 1 sheet at a time for 7 to 8 minutes, or until lightly browned.
Cool on a rack for 2 minutes.
Remove from the sheet and place on the rack to cool completely.
